The singer-songwriter did not take the stand during trial.。 据介绍,该项工作将紧紧围绕服务保障“八大攻坚”任务落实,精准选择科技创新、资源环境、农业水利、教育医疗等领域30个项目,靶向开展重点评价、重点监控、中期评价、政策评估等,从而支持培育发展新动能、绿色低碳发展、农业强省建设及增进民生福祉等财政政策精准有效实施,进一步发挥绩效评价在优化资源配置、提升政策效能、促进高质量发展方面的作用。 同时,我省将启动成本绩效管理试点,首次开展省属高校、监狱系统等成本绩效管理体系建设,运用成本效益分析方法综合衡量产出内容和投入成本,推动实现公共服务标准、成本定额标准和财政支出标准协调统一,力求少花钱、多办事、办好事。创新开展辽宁产业创业投资基金政府投资基金绩效评价,客观分析基金出资的经济性、规范性和效益性,为改进管理、基金存续等提供重要参考。 本次评价工作还将以多元维度、广泛视角提升绩效评价层级,坚持“四本预算”全覆盖,同步开展一般公共预算、国有资本经营预算、社保基金预算、政府性基金预算绩效评价。全方位开展部门(单位)整体、政府债务、政府采购、政府购买服务项目绩效评价。推动由项目、政策微观绩效逐步实现向行业、领域中观绩效转变,向政府资本、资金、资产、资源“四资”宏观绩效拓展延伸。 据了解,以绩效评价工作为着力点和突破口,我省将进一步提升绩效管理水平、质量和成效,坚持“小钱小气”,量入为出、可压尽压,保障“大钱大方”,统筹资源、集中力量,为实施积极的财政政策夯实基础、提供支撑。 责任编辑:刘春阳。
